An FBI investigation is a pre-indictment inquiry conducted by the Federal Bureau of Investigation under the authority of the U.S. Department of Justice to examine potential violations of federal criminal law. The FBI opens investigations when there exists an objective factual basis to believe a federal crime may have occurred or is occurring, ranging from terrorism and organized crime to white-collar offenses and public corruption.

During an FBI investigation, special agents employ various investigative techniques including witness interviews, document collection, surveillance, search warrants, and grand jury subpoenas, all subject to constitutional and statutory limitations. Only after an investigation yields sufficient evidence will federal prosecutors decide whether to seek an indictment from a grand jury or file criminal charges.

The FBI's investigative authority derives from its statutory role as the principal investigative arm of the U.S. Department of Justice, with arrest and law enforcement powers codified in federal statute. Investigations may be conducted independently by the FBI or in coordination with other federal, state, or local law enforcement agencies depending on the nature and jurisdiction of the alleged offenses.
