Federal law defines a juvenile as a person who has not attained the age of eighteen years, and addresses their involvement in crime through specialized procedural frameworks.

In federal criminal law, recruitment of minors is prosecuted under specific statutes that target the underlying criminal conduct rather than recruitment itself as a discrete offense.
