Sandra Birchmore, born in 1995, grew up in a dysfunctional family in Massachusetts and came into contact at an early age with three local police officers — Billy Hennessy, Brian Cleary, and Stephen Anderson — all of whom were members of the Boy Scouts organization and served as mentors to vulnerable young people. What began as social support evolved, according to key witnesses and documents, into systematic sexual abuse that started when Sandra was just 13 years old.

Childhood and the Three Officers

Sandra Birchmore grew up in a home marked by neglect and instability. The three officers — Hennessy, Cleary, and Anderson — presented themselves as protective adults, but according to a 2023 report by the Senate Permanent Subcommittee on Investigations, they exploited their positions to sexually abuse her over a period of years. The abuse is described as organized and repeated; all three men knew one another and were acquainted with Sandra's family. William Hennessy, who later became an FBI agent, is described as the primary perpetrator and allegedly maintained a sexual relationship with Sandra well into her adult life.

Found Dead — and the Controversial Conclusion

On February 26, 2021, Sandra Birchmore was found hanged in her apartment in Stoughton. Local police quickly ruled the death a suicide and closed the investigation without deeper scrutiny. But details in the case soon began to raise doubts: Sandra was pregnant at the time of her death — a fact that initial reports failed to highlight — and according to people close to her, she had shown no signs of suicidal ideation. On the contrary, she had reportedly told friends that she was expecting a child with Hennessy.

Investigators and journalists from outlets including The New York Times and CNN revealed in 2022 and 2023 that Hennessy was the father of Sandra's unborn child. Hennessy himself acknowledged a sexual relationship with Sandra but claimed it was consensual and began when she was an adult. This directly contradicts statements from multiple witnesses who indicate the relationship began when she was a minor. The FBI launched an internal investigation, but critics — including Sandra's family and their attorneys — have accused the bureau of shielding its own agent.
